Approach

The goal of the project is to develop a vision and action plan until 2050. In order to meet this very demanding task the conceptual framework applied is of central importance for the success of the project.

In a top-down perspective the framework consists of the following components (see figure below)

  • External Factors
  • Policy Actions
  • Criteria
Conceptual Framework

The vision and action plan will be developed in a step-by-step approach using the above shown framework. The steps necessary to develop the vision and action plan are:

  • Developing Forecasts
  • Definition of Preliminary Targets
  • Conflicts (bottleneck) Identification
  • Scenario Development
  • Multi-criteria Analysis of the different scenarios
  • Vision and Action Plan

Apart from developing a vision and action plan there is a just as important second project’s goal: To achieve as much as possible stakeholders’ support for the vision and action plan developed.

This goal will be reached by establishing a FORESIGHT process. The FORESIGHT process will accompany the whole project and by this process the stakeholders are integrated into the project.
